Command prompt doesnt recognize commands / cant repair windows

If you right click the command prompt and click Properties, do you get the following screen exactly as mine?

Baffling. Have you at any time used a registry cleaner on your system?

yes used ccleaner 3-4 times in a month and think i got backups of registry everytime i ran it should i use those backups but save the one im usin atm?

Try restarting your computer first to see if it applies the environment path. If that does not work, backup the current registry, and then revert to the oldest version you have in Safe Mode. That may cause problems with software installed since then, but it will at least be a way to test whether it is registry related. You can revert back to the current registry afterward through Safe Mode again.

nvm couldnt find the backups seem i lost after i recovered windows to 5 days earlier to fix this issue :/

grrr i ran ccleaner again now and to fix some issues and cant run elevated command prompt now it runs as normal prompt but @properties all modified to run as elevated one -.-

Alright, found something that might work. Start Menu -> Type sysdm.cpl into the Search programs and files (do not hit enter) -> right click sysdm.cpl and select Run as administrator -> Go to Advanced -> Click Environment Variables... -> Double click Path from the System Variables list (after scrolling down) -> Delete everything in the box Variable Value:, and hit OK. Hit OK again to close Environment Variables to reset the Path to nothing. Now, click Environment Variables... again. Double click Path in System Variables (after scrolling down again) -> Paste the following into the path Variable Value.

C:\Program Files\Common Files\Microsoft Shared\Windows Live;%SYSTEMROOT%\System32;%SYSTEMROOT%;%SYSTEMROOT%\System32\Wbem;C:\Program Files (x86)\AMD APP\bin\x86_64;C:\Program Files (x86)\AMD APP\bin\x86;C:\Program Files (x86)\NVIDIA Corporation\PhysX\Common;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\;C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static;C:\Program Files (x86)\Windows Live\Shared;C:\Program Files (x86)\Common Files\Roxio Shared\DLLShared\;C:\Program Files (x86)\Common Files\Roxio Shared\9.0\DLLShared\;"C:\Program Files\Java\jre6\bin"

And hit OK. Hit OK again to set the path. Start the command prompt and see if it now works.

well after deleting the variable value i cant hit ok it doesnt let me because its empty so instead of that ive deleted the path and made a new one and pasted that lines but didnt work.btw m8 after running ccleaner again yesterday i think my registry is screwed more.because i cant run elevated command prompt now even tho my settings are for it. till i format the pc using it like this is the best option we got atm i think.

You won't need to reformat. I can walk you through a http://www.sevenforums.com/tutorials/3413-repair-install.html to fix your problems and keep your programs and data on the computer. You will want to back up the computer before doing so just in case things do not go smoothly with the repair, but it should be fine since the system is stable. It is just the registry that is a mess at the moment.

Many of us on the forums actually do not do not recommend automated optimization tools for Windows 7. Windows 7 does a much better job of handling its own optimization than its predecessors did. We especially do not recommend registry cleaning as an "optimization" step because automated registry cleaning causes more harm to the registry than it actually repairs.
