Compatibility Mode not working after downgrading from windows 10 to 7

I have an old program that runs successfully on all my laptops running Windows 7 Home Premium 64 bit. I upgraded on to windows 10 and downgraded back to 7. Now the program will not work regardless of what settings I chose in the compatibility mode. I have tried uninstalling and reinstalling. Now I get the following error when I try to install

Suggest you delete the installation package before and redownload it.

I've tried doing that. Unfortunately it still doesn't work.

Hi,
After a radical change like going to win-10 I wouldn't be surprised at issue after reverting :/
I would personally If I hadn't made a system image before downloading and installing all of the win-10 updates and upgrading I would clean install 7 after salvaging all personal files first.
