Computer constantly crashing on startup, even on safe mode

I cannot get into the computer. It crashes every time I start it up, even on safe mode. That is my main issue. I need my password to get into the 'advanced options for system recovery and support', but if I don't need to access that to fix the crashing issue I can go without my password.

Well it took 22 post to get that information out of you.

My understanding is you have 2 accounts and one being admin.

You can't get into your admin. account because you don't know the password. You can't remove the program because you can't get into the admin account without a password.

Is this correct?

Sorry I should've specified further: I am not able to get into my computer, it crashes as soon as I boot it up even on safe mode, and this is why I can't uninstall Fallout. I am not even positive it is the cause, but it definitely makes sense since it crashed, I restarted my computer, and it wouldn't boot up. I need the admin account's password so I can get into the advanced options because I figure it'll be the best way to troubleshoot.

Then we can start from square one. Hi! I tried to play Fallout 3 yesterday, and it crashed as soon as I got in-game. So, I restarted my computer. Upon restarting, my computer crashed as soon as the Windows logo showed up. So, naturally, I tried to boot it up in safe mode. It still crashed. I ran the automatic startup repair, which didn't work. I tried clicking on the 'view advanced options for system recovery and support', but didn't get very far past selecting a language since it required an administrator account's password, which I lost a while ago. Now, I'm not positive I even need to enter this to troubleshoot, so shedding some light on this issue would help me figure it out. Thanks.

Try this:
Go into BIOS and load defaults.
Go into F8 menu and try "Last Known Good Configuration".
