computer hangs after restart

I have an old Dell Inspiron that seems to hang after restarting/rebooting. When I restart the pc, it shuts down but then hangs at a blank screen instead of restarting. Sometimes I have to reboot it again to get it to restart. Or I would shut down pc for a few hours or the next day. Sometimes it works, other times it doesn't. This problem happens randomly, there are times when rebooting worked ok.
Can anybody say why this happens?

I would recommend a clean reinstall of the operating system. This may save you from problems in the long run.

Dont think that will help if the system specs relate to that comp.
Thats not a Dell.
BUT it should have a reset to factory settings, if its not, (unfortunately just W7 lots of updates to follow).
