Solved Computer loading very slow after windows update

My sister's laptop is currently having an issue loading after a recent windows update. She restored it before the update, but the issue still persists, even in safe mode. It's like a snail's pace to load everything in. Her laptop sat a black screen (mouse still visible) with the Windows build on center top and the word safe mode in the corners for a while. But eventually it did load in the rest of the icons/taskbar/etc. Is there a way to figure out why it's performance is still awful after doing a system restore?
