Computer Usage Timer

I want to limit my younger sister's time in front of the computer.

Is there an application or whatever that I can download for FREE that can keep time of the computer usage?

I want something that works like the "History" but could time CPU/computer usage. I want to see what time the computer was turned on and what time it was turned off, etc.

Without sounding impossible, is there something like a timer that can shut the computer down automatically when the time is up?
