Connections not symetrical

Hi guys,
Not a knowledgeable network person, but can klutz around a bit.
I have a desktop that I converted to W7 Ult 64 bit from V Ult 64, and a laptop upgraded to W7 ult 32 from Vista 32.
Symptoms:
1. Cannot connect either way when both connected to a workgroup alone,
2, When attached to homegroup, can attach from laptop to desktop, but not desktop to laptop. Does not matter which machine initiates homegroup.
3. I have uninstalled and reinstalled all protocols/services on the nic/lan connection, and have unjoined and joined the homegroup numerous times.
4. Can ping (cmd) desktop from laptop, but not laptop from desktop
5. When I try to diagnose network issue on desktop, msg - diagnostic policy service not running, It is in automatic mode, and the host and server services are manual, but also not running. An attempt to start any of these fail.

Check firewall, and repair install... Next time, do a clean install, sometimes upgrade install can cause problems..

Setting and permissions settings can also cause these types of problems. You never mentioned if you set the permissions or not? The tutorial below will show you how.

Finally got around to fixing this. Kaspersky firewall packet rues options block non ui devices. Unchecked and fine now.
