Do these actions

netsh winsock reset catalog (reset winsock entries)
netsh int ip reset c:\reset.log (reset TCP/IP stack)
Now reboot. Does it fix the problem?
You can check and delete c:\reset.log later.
- Check your systemdisk for errors and repair them http://www.sevenforums.com/tutorials/433-disk-check.html . Any errors? And is it fixed? Sometimes you have to run it multiple times to fix all problems
- Check your system files and repair them http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html . Were there any corrupt files? Was win7 able to fix them? Sometimes you have to run it multiple times to fix all problems
