Solved Corrupt system files can't recover

I have a win 7 home 64 install.
It seems some system files are corrupt..
I ran sfc /scannow and looked at the results and there is a system,web.tlb that it cannot repair. This seems to be part of .net 2.x
I have tried to remove the patches that it was referencing, I still have issues.

If I reboot with an F8 and choose repair I eventually get a password request for my only admin account and it will not take the password, I have changed it and tried again ..still nothing,
If I schedule a chkdsk on reboot it says it cannot get direct access to the disk.
I was able to find an old win 7 cd and boot to it.. and after a few attempts make it to a prompt and ran chkdsk and it cleaned MANY issues.. (took forever)
I suspect that the auto update was on and while updating it was powered down.. corrupting things randomly..
I tried clean boot mode.. nothing better... I removed all anti malware and anti virus. I ran the maleware bytes first and cleaned up whatever it found... and removed any extra stuff from the RUN and RUNONCE in the reg.
I can boot normally but it is not stable.
I can apply patches since when it tries upon reboot it hangs on one of 4000+ files then reverts..
windows update says I only have 3 updates..
I tried an in place upgrade.. i don't have original CDs but I got a wind 7 home sp1 (same as the install) cd and run the setup.. I say I want to upgrade windows.. it hoes and hangs on 20% of 2nd step.. saying it is trying to scan existing system info etc..
I can't run the fixit tool from MS.
the fix .net tool hangs on step 8 of 9

I am at a loss..

ANYTHING from ANYONE?

I was going to try a defrag see if that moves things and hopefully repairs (I know this is not how it works)

Scan the HDD with it's manufacturer's health tool. It may be failing. If so, back up your data as soon as possible and get a new one. Anyway, first thing first scan for health.

I have run several disk checks since fixing the corrupted files and all is well.. the only way it will work is if I boot from a repair CD.
I suspect that the autoupdate tasks were running when the system lost power a few times.. leading to corruption of system files...
The drive is healthy as far as I can tell..

The question is what to do from here?
I think some of the internal .net 2.0 things may be corrupted and that is why many of the tools are hanging..

If you can boot to Windows...
Please follow the WindowsUpdate Posting Instructions and postthe requested data



If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for anumber of reasons)

Please also post the C:\Windows\windowsudpate.log file

If you can't boot to Windows...



Your best option in that case is to run the CHKDSK and SFC in offline mode from a Repair Environment boot.

Reboot the computer, and tap the F8 key until you get the advanced boot menu up - one option should be 'Repair your computer'. Pick that one.

Log into your normal account.
You'll get a set of options - pick the Command Prompt one.

At the command prompt, type DIR C:\

- if we're lucky this will bring up a listing of your normal C: drive contents, including the Program Files folder(s) and the Windows folder.

If not, try D:\or E:\ (etc. until you get the right letter)

then type the following command

CHKDSK <drive>: /R

and wait for it to complete - it could take a few hours, depending on the size of the drive.

Once complete, type


sfc /scannow /OFFBOOTDIR=<drive>:\ /OFFWINDIR=<drive>:\Windows



where<drive> is the letter you found above.

(example- sfc /scannow /OFFBOOTDIR=P:\ /OFFWINDIR=P:\Windows)

Wait for the command to complete. (make a note of the response!).

Once it has,type EXIT and the pick the option to reboot.

I had no way out.. i tried everything that was suggested already.. and many more.. most tools hung mid way..
I had to blow away the partitions and start over.. and I did not add the bloatware back in...
Took some time and had to get another windows key but it is working well now..
I think .net core files got corrupted on an attempted auto windows update that lost power... I removed auto update... and will do it manually monthly..
