counter strike running slow on desktop...

Hey guys, i'm posting this for a friend. my friend has a dell Vostro q30 windows 7 32bit dual core processor2.70ghz desktop, it's4 months old... The problem he is having is that he is trying to play counter strike and he says that it runs slow. he says that the graphics seem to be fine, but it just runs slow... What is the problem here? This obviously isn't a gaming computer, but what is it that needs to get improved to be able to play... This desktop wasn't purchased with the intentiones of playing games just wants to kill some time... thanks in advance

You don't give out too much info about that computer so go look for yourself:
The requirements for Counter Strike you can find here
Sys Requirements for counter-strike
That game should run decent even on a TI pocket calculator
If the lag during play is too high, try toning down the graphics options(like run it on 1024x768 instead of 1900x1200 etc
