CPU/Disk spiking 100% from multiple tasks

For past (roughly) 2 weeks, when playing games such as league of legends/world of warcraft I noticed occasional (seemingly constant) lag spikes throughout the game, and when I opened my task manager>Resource monitor, It showed high cpu usage when initially starting up different tasks, ranging from perfmon.exe itself taking up 25%+ CPU, or my Kaspersky AV taking up a large portion. Occasionally when opening internet explore, CPU also spikes to large numbers from it as well. In regards to gaming, the games themselves DO NOT spike over 25% CPU. I have just recently downloaded the Kaspersky AV, although the problem was happening BEFORE THE DOWNLOAD, and seems to be effecting my AVP.exe now as well, again spiking random CPU.
To add insult to injury, my Disk also seems to be spiking from programs as well, and in much greater effect (ranging from internet explore, AVP, curse client[WoW addon helper] etc) spiking to 100% randomly.

Try turning AV off to see what happens. (back up system as much as possible first though.)

It seems that the occasional 'lag spikes' have stopped, but I cannot be sure that its over with, as occasionally I can go some time without them. I have my AV disabled currently, and will post back promptly if the spikes do/do not return

The CPU problem has been solved, however the spikes remain, my 'Disk' is still spiking to random 100%'s

Kaspersky may write files to AppData. Better check that because that can take a lot of disk space.

And I'm not sure how related it is, but at the same time that my game(s) began to lag spike and disk drive would spike, my internet explore also has had problems loading web pages. The problem is as follows: (example) I type in youtube.com, and following that it will say that the webpage is loaded, but the explorer will remain blank and white until I reload the web page (refresh), and then it will finally load.

The problem remains, would really appreciate a response. I ran a malwarebytes and kapersky scan, both came up clean, both were updated. Since everything seems to be failing and im a bit annoyed at it all, I attempted to restore my system to factory settings. However, when the computer restarted, it said that a factory reset could not be accomplished due to 3 possible reasons, which were corrupted files, issues with a program, or possible malicious files. Please help, and thank you.

There doesn't appear to be any process under that name, I clicked show all system processes, and still no. Any other possibilities?
If anything, I'd just like to be able to factory-settings my computer, but it says something has made it un-able to do so.

This subject can be closed, I moved on from this issue and posted a new thread on the Factory restore issue under the restore forums tab roughly 20 minutes ago. However, for closures sake on your part I can post the information it gives when attempting to Restore factory settings:

A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source.
If you have a Windows installation disc, insert the disc and restart your computer. Click "Repair your computer," and then choose a recovery tool.
Otherwise, to start windows so you can investigate further, press the ENTER key to display the boot menu, press F8 for Advanced Boot Options, and select last known good. If you understand why the digital signature cannot be verified and want to start Windows without this file, temporarily disable driver signature enforcement.

status: 0xc0000428

Info: Windows cannot verify the digital signature for this file.
