Solved CPU USage 13% after randomly starting windows

So today I noticed that the fans were kicking in and they haven't stopped. I thought it might be an issue with Chrome or something so I restarted my laptop.
Then it just kept. I noticed it was svchost.exe causing all of this. Then I right-click to "Go to services" and one of them is the infamous wuauserv on group netsvrs.
I tested my stopping the service. It stopped Windows update and finally there was quiet.

Later Windows update came back from the dead and the high fans and the "stuck in 13% CPU" started happening. Is anyone having this issue?? It's irritating me soo much.

Yep windows updates phoning home to check for updates
And yes again it can be irritating if it gets hung up

What to do
Well you can verify which Net framework you have installed in programs and features
Net 4.5.2 I've found pretty good so far

You can reset windows updates using option 3

Then install the newest update client you must switch your update settings to Never check for updates and restart before you install it if it's not already installed

I have the .Net framework 4.6.1

And yes, I've noticed Windows update is just stuck at trying to get updates forever while making a lot of noise. The thing is that it just started on the 14th when booting up.

I'll have to give option 3 a try since this is irritating me. If this is Micro$oft's attempt to make me upgrade to 10 then they haven't won... yet.

Try manually installing this update
Switch to Never check for updates first and restart then install it from your downloads folder,

After it installs and restarts switch your update setting back the way they were and the search should start if not manually check for updates.

Well in the end I used the fixit thing from here : https://support.microsoft.com/en-us/kb/971058
I tried to check for updates after restarting, then tried that and it stopped. got an error. tried to check updates... waited for almost an hour and then it found all of June updates.
I did turned off auto updates though
