The article located @ http://www.sevenforums.com/tutorials/2083-system-repair-disc-create.html states
32-bit System Repair Disc can only be created on a 32-bit Windows 7.
64-bit System Repair Disc can only be created on a 64-bit Windows 7.
A friend has asked me if I can burn a system recovery disc for his Win7 32-bit machine which doesn't have read and write capabilities. I have two Win7 machines. The 32-bit one has a DVD player (will not write, or burn if you prefer). My other machine is a 64-bit machine which will read and write DVDs. According to the quote above, it appears that I do not have the proper hardware to burn a 32-bit system repair disc.

Is there a trick I can use? (like create a file using the 32-bit machine and burning it on the 64-bit machine?)

Thanks for your help.

If you get the x86 - 32bit .iso, it will burn a 32bit DVD - regardless on which PC it is burnt.

I don't think he want an installer.
You would need to find someone with a machine with the same "bitness" of the one you want to repair.

But if the machine can't read nor write, how will the disk be used?

Maybe I should have underlined "and". The optical drive won't write, but it will read.

The problem I am having right now is that every 32-bit Win7 machine I have access to does not have DVD write capabilities. Can I (by chance) burn to a flash drive with any reliability?

Yes, from the bottom in the tutorial:

   Tip
If you would like to create a bootable System Repair USB flash drive, then you could use the free program ImgBurn to create an ISO file with this Windows 7 System Repair Disc (DVD), then use the Part 1 section in the tutorial below to extract the ISO file to a USB flash drive.

So, just download the 32 bit iso file on the 64 bit pc and burn it to dvd on the 64 bit machine. You will then have a 32 bit install dvd and repair disc. As suggested.

Technically it`s not what you wanted but it works.

So, if I understand correctly, the install disc can double as a system repair disc. Is that correct? If so, the only other thing I need to do is verify which version of Win7 he has; home premuim, professional, etc. Then I can download the proper iso.

Another thing that comes into play is Service Pack 1

A service pack 1 install disc may not work on a machine that was originally sold or installed with a non service pack 1 Operating System.

Don`t ask me why, but it`s happened.

The computer was purchased in 2010. Is there any way I can verify whether or not the factory install included SP1?

SP1 came out on Febr. 6, 2011. So a 2010 PC would not have it originally. But it could have been updated later to SP1.

And AddRam is right. An SP1 disc will not work on a pre-SP1 system for startup/repair.
