Currupt file and start up doesnt work

Well when I turn on my laptop, it just starts at Windows Error Recovery. Then it has two options which are 1. Launch Startup Repair (recommended) and 2. Start Windows Normally. But when I go to the second option it doesnt work and just goes to the first option and that itself doesnt work either. Im just wondering if its possible to take off the currupt file or anything to fix my problem because my laptop doesnt start. I've heard I should do something with windows offline defender. But thank you, if you help me.
I also dont mind if I lose all my stuff, as if I were to set it to factory settings.

If you enter your system specs we can probably help you restore your computer to factory settings. At the top of every Forum page you can click on "User CP". Then in the left column click on "Edit System Spec". Fill in as much as you can since you're having difficulty botting your computer.
