Cursor Flashing Loading Sign Constantly

Hey guys, I'm having an issue with my mouse's cursor constantly flashing the loading sign (blue circle) over and over. It only ever stops if I mouse over something that changes the normal cursor picture.

It started happening after my computer just froze randomly while playing Dota 2. I had to manually shut down the computer and when I turned it back on that is when this problem started happening.

I've read almost every thread I could find on this issue, and nothing helps me yet.

Also, I can't do a system restore (as far as I know) because I had savepoints turned off before the issue so there is nothing to restore to.

Any help will be greatly appreciated.

Edit: It also seems that my internet is responding/loading slower than before.

Have you done a sfc /scannow from an elevated command prompt?

Just ran it and it says "Windows Resource Protection did not find any integrity violations."
Also, I ran 2 virus scanners and they didn't come up with anything.

It's something I'll look into as a last resort, thanks. Really am looking for an easy fix to this but it sounds like their isn't one.

I would assume the same, you might want to just start that now and you may have everything taken care of by dinner ;] from what I've learned is that there really is not an "easy fix" for most thinks in life.

Go to task manager
show processes from all users
end pennybee (all)
delete pennybee from frogram files
restart
