Cursor Locks on 1 Monitor

I have a user whose cursor will randomly lock on a single screen. The fix is typically simple, "Alt-Tab" right click on the desktop, virtually anything. This is just an annoyance for the user and for the life of me I can't figure it out.

The environment is Windows 7, she uses internet explorer 9, dual monitors currently set up through a display port and DVI.

Troubleshooting I have done thus far is, changing cables from VGA to DVI, switching display ports, reinstalling display and monitor drivers, and virus scan which found no infections.

It's almost as if a game is opening in full screen and you can't move off of that screen until you click out of the full screen game, only nothing pops it, it just shows whatever was on that screen. As soon as you click the desktop background or "Alt-Tab" you can move the cursor to the other screen. At this point I am at a loss:confused:. Any thoughts/suggestions?

Can you post a screen shot of the problem? This is a strange issue if I'm understanding it correctly.

Unfortunately, a screen shot wouldn't help because it looks completely normal. The cursor will go to all edges of the monitor, but will not move over to the other without clicking or tabing to another window. In fact the steps to even take a screen shot would probably temporarily resolve the issue anyway lol. This is a fickle and irritating issue. If I could figure out a way to post a video that could help.
