Defective Intel CPU Cooler?

Hi I heard that stock intel i7 4770k cooler goes up to 2500rpm speed if you set it in AI Suite (or automatically if needed). I have an i7 4790 so I think it's the same cooler but it just goes to theoretical 1900rpm according to AI Suite but even if I set it to 100%, it won't go above 1700rpm. No wonder if my CPU temps were higher than normal - altough with underclocking I could solve that -. But still... also it's making a strange noise which I believed to be coil whine however I'm starting to suspect that one of the fans make this cracking sound altough I've checked it so many times but I can't really make sure which one it is. Because the fan goes up to max when the CPU is at full load but that loads the PSU too and it can be electrical sound but if I really want to believe that it can be a cracking bearing sound (more likely electrical) so Idk.
So does that mean it's deffective or non-K coolers aren't that strong or what is happening?

+1 I had to use the stock heatsink while my H100i was being rma'd and it doesn't do a very good job at all. At stock settings my cpu would be hitting 72c while gaming.

+1 I had to use the stock heatsink while my H100i was being rma'd and it doesn't do a very good job at all. At stock settings my cpu would be hitting 72c while gaming.

For me when gaming it keeps the processor around 50-53C (60C peak) so maybe Haswell refresh helped after all for the temps + the undervolting. And now I'm sure it's not the fan that makes the sounds, it's coil whine. But still I was expecting the fan to go to 2500RPM as for other people, if it did, surely with 100% load h.264 render it wouldn't go above 65C then.
So why doesn't it go to 2500RPM?

You are reading the fan speed from the asus suite? Try checking in the bios and see what it shows for fan speed. Maybe look at speedfan as an alternative.

Don't know if you're overclocking, so this might not be any help - I have 2 * 4770K's in my little render farm (both @ stock speeds), in this screenshot you can see one running stock Intel cooler and one a Coolermaster Seidon 120V. The temp diff is about 15C here, but now that the Artic Silver has cured it's a few deg C lower

This is the max that I can do with it. It stays around 1850-1900RPM while it should be more. Asus AI suite shows it right (at least because it doesn't show the right CPU temps).

If fan speeds around 1800 don't keep you cpu cool then you need a better cooler.

What kind of cooler would you suggest which is not liquid cooler and I don't have to take apart the whole PC and take out the mobo to install it? Also extreme quiet? I'm planning a light OC also (4.2ghz with the non-k i7 and it's a bad overclocker with high voltages so I'll need a decent but silent CPU cooler).
I'm very slowly trying to swap the cheaper parts of my system - because some of them are just there so I could use my new PC since some months but some of them are not quality and cheap.
So I'm planning to upgrade the CPU cooler in about 3-4 months but I want extreme quiet becaue the stock case fan is very quiet and the stock CPU cooler is too (until 1300rpm+) but the PSU fan is very loud. I'll start with replacing the PSU!
Also the cooler price shouldn't exceed $45.

I have a 4790k, and when I switched from stock cooler to after market my temps went from 50 to 60 C to around 30 C... Even with a slight overclock it never even hits 40. Intel stock coolers suck.

Another +1 . The stock coolers are 'defective' when made.

It would be nice if these stock coolers were like car radiators and to some extent they are. You drive your car and no matter what conditions it cools and warms to normal operating needs, but the moment you begin adding horsepower the stock cooling solution is exhausted so you must add a large multicore radiator to keep the extra ponies cooled.....the same goes for extra voltages at the CPU, GPU and mobo !
