I have been having this issue for the last couple days and it has become quite an annoyance. I did an upgrade from Windows Vista Home Premium 64-Bit to Windows 7 Home Premium 64-Bit in early December 2009, and did not start getting this problem until a couple days ago.
In response to the suggestions on updating video card drivers, I have done so. I have also updated my BIOS to the latest version. I also had Hibernate disabled on my machine for about the last month, but the problem did not start that far back.
To restate the issue... my computer is set to turn off hard disks and display after 5 minutes on battery and after 20 minutes while plugged in. I do have "auto-hide the taskbar" enabled. I do use an external monitor, but the problem persists whether or not the monitor is hooked up to the computer. As soon as the screen turns off (after 5 minutes on battery or 20 minutes on ac power), the problem begins. Whether I press a button or move the mouse 5 minutes later or an hour later, the screen wakes up and the mouse pointer moves around, but nothing responds for a good few minutes. The time it takes the computer to respond seems to depend on how long the screen has been turned off.
Another suggestion I followed was disabling the "auto-hide the taskbar" feature, and this was successful in fixing the problem. However, it is an annoyance since I have been using auto-hide forever.
This seems to be an issue a lot of people are experiencing, regardless of graphics card manufacturer, drivers, and/or BIOS version. I think it might have something to do with the power management options or just a regular old windows glitch. Hopefully an update will come out soon to fix this.
