desktop icons keep moving on reboot

I've searched the internet trying to correct this and here's what I've tried, all to no avail:
-made sure "allow themes to change desktop icons" is unchecked in "personalize"
-arranged icons the way I wanted, right clicked on desktop, clicked "refresh"
-unchecked "align to grid"
-unchecked "auto arrange"
-tried to isolate problematic program by isolating it in System Configuration - With "Load startup items" box unchecked, both with "Hide All Microsoft services" checked and without. When checking the top half and then the bottom half, on reboot the icons would still be in the left side of the screen.
-rebooted to safe mode and it appeared that icons stayed where I put them on reboot into safe mode and the icons in the quick launch task bar are visible.
-ran disk cleanup and clean all except error logs
-ran sfc/scannow and got "Windows Resource Protection did not find any integrity violations
-ran chkdsk and got "Windows has checked the file system and found no problems."
-tried to restore to previous date in Safe Mode, got message "System Restore failed to extract the file (C:\) from the restore point. An unspecified error occurred during system restore. (0X8000fff). Tried several restore points and always got the same message.
I still have the same problem I did before I started all this. There's no point in my rearranging my desktop icons the way I want them because the next time I reboot, they'll all be along the left side of the screen and the icons in the Quick Launch task bar will have disappeared as well.
I have never been able to use system restore to restore to a previous point since I updated to Windows 7, so doubt that the two problems are related, but I could be wrong.
Appreciate any help someone can give me. I'm fresh out of options.

Sometimes, the place where Windows keeps the info on the desktop shortcut/icon locations will get corrupted.

You might also want to take a look at Desktop Restore.

Bad displaydrivers can cause one to lose the Quick Launch Toolbar.

Go to tweaking.com and download and run the tweaking.com Windows repair tool. It does wonders for many glitches. Let me know how it goes.
