Desktop Icons Moving When Changing Displays

I have a laptop with an external monitor thru HDMI. I use the "extend desktop" option. When I plug / unplug in the HDMI, my desktop icons move all over the place. Is it somehow saving the locations of the icons in each state, and reverting when I switch? I'd love it if they didn't move at all.

They also move if you switch to Safe Mode. I use Desktop Restore, a small utility. You save your arrangement and can restore it any time. If you change your arrangement, just save it again.
