Solved Desktop keeps defaulting

Hi guys.
I was wondering if someone could help me with a few or maybe its just one problem all together.

My desktop keeps going back too a specific setting. I can change desktop pictures no problem, I can move icons around and have them set up how I like them. but the desktop when restarted does not seem to save them, and reverts back the way it was.
Also my computer does not save anything what so ever. Whether it be a simple document, file or even a photo. To save any file etc I have to save on an external hard drive.

Can anyone help? Please
My knowledge of computers are very small. but can follow instructions very well.

Hello, maybe this will help, be sure 'restore previous' is unchecked in Control Panel > folder options > view (see attachment).

The first thing I would do is take an image backup of your system. You can do this with Control Panel / Backup and Restore, or a third party program such as Backupper. This way if anything gets wrecked, it's half an hour to start over afresh, with no data loss.

Alternatively, at least have your data backed up and a viable way to reinstall or reset Windows.

That said, in Safe Mode with networking I then would use the full tweaking.com program regimen, including chkdsk and sfc, and creating a Restore Point, to reset file, registry and service permissions.

I bet this is a security issue, and something is wrong with permissions, perhaps even group policy? The desktop reverting back is exactly what would happen if it was restricted in Group Policy. Usually used in enterprise settings to have a singular desktop design etc.

1- Are you logged in as an administrator or user account? Go to Control Panel and open User Accounts.
2- Open an Explorer window, go in to C:\Users and right click your users folder and open properties. Go into Security tab and see if your account has Full Control (it and all other permissions below must be ticked to allow, no denies. Special permissions unticked).

Check these two things and report back please.

Hey guys thanks for your ideas.
Here's what I did.
As one of you suggested try the folder options. This was unticked, I then changed it nothing happened.
I tried a system restore no changes where made.
GokAy thought it might have something to do with the security.
I checked that and found that the administrator didn't have full control. Which I followed at the instructions given, and for some reason it still didn't work.
So what I have done now is created a new administrator account, and all seems to be working, for now
I've tried moving setting things up how I want them placed on my desktop, I've shut down the computer and started it back up again, and it is how I left it.
So, so far so good. Time will tell.

And for the question of whether this was a demo unit? the answer is no.

Probably a piece of the puzzle which I didn't tell you guys about was.
I merged two laptops together. One had a faulty motherboard and the other had a bad hard drive. So I joined them together and created this problem.
