Device Manager blank - Unable to install peripheral drivers

Hi, to start off, sorry if this question has been answered before, but after looking for quite some time I haven't come up with a solution to my problem.

I just recently got a new keyboard and mouse, but when trying to install their software to my computer, it couldn't detect them, despite them being functional. Someone proposed to me that it might have something to do with "device manager" not recognizing them, and when opening device manager, there are no entries at all.

So far, I have tried enabling plug and play (It was already on automatic when I found it), making sure all services were running in "System Config", and accessing registry editor> SYSTEM> CurrentControlSet> Enum, then entering the advanced settings and making an attempt to "Replace all child permissions with inheritable permissions from this object," but despite being administrator, when trying to edit anything, I am given the message "Unable to save permission changes on Enum. Access is denied" Also, there is a third group named "OWNER RIGHTS" included with "SYSTEM" and "Everyone." All of the fixes I have found do not include this third group, and I am unable to remove or edit it in any way.

I am currently running Windows 7 Home Premium 32-bit if that is of any help.
