Solved Diagnostics Policy Service not running and no internet connection

A few days ago, my desktop stopped being able to connect to the internet. I rebooted it and it still didn't work. I rebooted the router (DSL connected to desktop via Cat5e cable) and still no internet. My laptop (which I am writing this from) connects fine to the router. And on the face of the router, both the laptop and desktop show connected, even though only the laptop has internet.

My desktop is running Windows 7 Professional, 64 bit SP1.

cmd /k ipconfig yields:
Home
169.254.143.215
255.255.0.0
0.0.0.0


cmd /k ping 169.254.143.215 yields:
4 packets sent, 4 received
0ms, 0ms, 0ms


When I click on the network icon (with big red X on it) in the lower right screen near the volume, and then click Troubleshoot, I get an error message:

Problems found
The Diagnostics Policy Service is not running...Detected...(yellow triangle with exclamation point)



Any ideas?

go to start ,search and type:- cmd, right click on returned cmd.exe and select "run as administrator" at the prompt type:-

net localgroup Administrators /add networkservice
press enter then type:
net localgroup Administrators /add localservice
press enter then type:
exit
press enter and restart your computer

Thats always the million dollar question.

It could have been turned off by someone.. Maybe it failed once and was erroneously set to disabled..

Another possibility is that it could be Malware related.

Run your Anti-Virus and a scan of Malwarebytes.. If they don't pick up anything, I'd just chalk it up to some random occurrence we will never know about.
