First make sure your video card support Direct3D And make sure drivers are up to date following Manufacturers website.
To check Direct3D, follow these steps:
1. Open the DirectX Diagnostic Tool. To do this in Windows 7, click Start, type dxdiag in the Start Search box, and then press ENTER.If you are prompted for an administrator password or for a confirmation, type the password, or click Continue. On the Display tab, under DirectX Features, verify Direct3D Acceleration are selected.
If the Video drivers are not up to date post back ill tell you how to go about it if your unsure how to. Would recommend uninstalling via Device Manager and running Driver sweeper then installing new drivers. Guru3D - Driver Sweeper
