Can I install directx 9c over directx 11 (which is installed right now in my pc) because I need to play gta sa and when I start to play it most of the the time it crashes with fault module : [idk name].dll and when I try to get in game again it again crashes with the name of another .dll .

You can. What the game needs must be installed or not you will have problems launching the game.

Installing DX9 does not automatically downgrade DX11 built into the system, it's a separate version working on its own. So don't worry about it, go right ahead and install.

Yes you can. just install Direct x 9. The dll errors are depends to Netframeworks. install Netframework 4.5 and 4 on your system.
What is your Antivirus? This programs delete some dll files from your game. Be careful.

As already mentioned above that you can install DX9 over DX11 and I am sure that clears your doubt. But, coming to the issue of missing dll files. Can you tell us, from where did you buy the game? Is it a legit copy?
