Solved Disk Management cannot shrink volume enough

I sometimes come across computers where Disk Management is unable to shrink the system partition as much I as would like. (This seems to be mainly on computers that have been in use for a while. New computers are not generally a problem).

Are there any workarounds or free partitioning software that will do what Disk Management cannot do in these instances?

This Link explains why Disk Management cannot go beyond a certain boundary. But the program that bigmck and BFK suggest is better suited for the task than the ones proposed in the link.
