Display a message when the admin account is logged off?

Hello guys, I'm configuring a PC for my grand father's office and I have to make a task that displays a message when there was an unsuccessful login attempt from any of the users. I'm using an audit logon event id for a logon failure but the problem is, if the event happens when the admin account is logged off, the admin won't get the message. So is there a way to display the message once the admin account has logged in?

Maybe it can be possible to write to a txt file with a batch and open the txt file automatically on login?
