Another user reported, that his Win7 blocked the access for security reasons because the DLL was downloaded. He said it worked for him when unblocked it in DLL properties BEFORE copying it to the program files folder:

Sorry, can't help you then. Got messages of several users saying if works well for them.
Maybe unregister and reinstall. Otherwise you could have a look at the Windows Event Log if there is something suspicious there.
