I'm in luck that I have found a simple solution on this behavior. Try this 7steps works perfectly for me :D

1. Download Windirstat and install.

2. Open Regedit. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer add a DWORD name it to Max Cached Icons (it have spaces) put a high value (mine is 13000)

3. Restart.

4. Run WinDirStat. scan :C then look up on to users folder. Collapse it, you should find a Users cache in there it may look like this
(S-1-5-21-1417001333-1035525444-2146992267-1003), then delete all entry.

5. You may also look on MSOCache(microsoft office) Folder and delete all entries to save disk space and for faster office response.

6. Go to utorrent preferences and disable Check associations on start-up. Also other programs that try to check on start-up, disable it.

7. Restart you're computer and observe. It may not be immediately on effect but be patient as windows will rebuild the cache. Takes 2 restart and regular computing hours for me to eliminate those behavior. Good luck

The real deal comes with utorrent as I can see, when you untick the extentions thingy on the program options, then the icons stop flickering, this happens because, checking for extentions also asociate an icon to that extention, so windows rebuilds icon cache everytie it happens.

With many programs that do this at startup is reccomended to disable extention check...

Ohhh, I see. I have utorrent installed on my computer with the extension setting enabled. I'll see if unticking that would solve the problem here. Is this a common problem with utorrent, though?

Is it better to rebuild the icon cache after unticking the setting in utorrent?

Sorry for late response, yes, use rebuild icon cache after disabling the extention check in utorrent, that should suffice ;)

See ya!! :D
