By troubleshooting, Disabling one and testing the machine to see if the symptoms continue to appear. It may or may not even be related to startup programs.

It shouldn't even be a major concern for you. In fact this is a good thing, your desktop is being refresh and reloaded.

All you can do is decrease boot up time by disabling startup programs and defragging your hard drive.

I tried disabling all the startup programs and the problem is still there. I don't need to defrag my system because I have a brand new SSD and it just had a fresh install of Win7 on it. Any more ideas? I really am annoyed by it. My other computers don't do it.

Please follow this post, it will be a clean boot. You said you disable startup entries but did you disable services.

Have you done ANY tweaking or modifications that make changes to the system.

It just happened now, yes. Well I've done some tweaks but only for SSDs like disabling indexing and the like, nothing concerning desktop refreshing that I know of.

I already tried performing a clean boot without all startup programs (but with services running) and the problem is still there.

I don't see what there is to Fix, this happens on all computers. More noticable on some than others. I can't really help you because there this is not a unusual or uncommen thing.
I can suggest rebuilding cache for icons

Well, it doesn't happen on my desktop computer which has the same set of softwares/services installed in it compared to my laptop which has this problem.

I already tried rebuilding cache for icons and same thing. It's just that why would the computer need to refresh the icons when they are shown properly before it does it? It just doesn't make any sense and seems to be annoying.

Which location do I need to add for Indexing?

Nope, made a new profile and it doesn't happen.

I hear you, and understand. fwiw my 7 installation does the same thing similarly, and you know it just might be normal...? although I don't like it either.

After seeing your replies to these other posts, and reading each OP reasons why posting about this issue in the first place, it reminded me that it bugs me too... and so I took a bit of time to see if I could make it better.

On mine this is what it does. After a reboot (not for a log off/on because that is fine and icons are solid throughout and do not refresh) ..but after a Reboot the desktop icons are there fine and solid right away, but, as it's finishing booting completely the desktop icons will 'quickly' refresh themselves in like a wave of the hand pattern, meaning it's not from the first to the last icon, but sort of randomly like a wave of the hand over them, but it's very quick; nevertheless I've always noticed it.

I booted to WXP and that does not do that at all, the icons come up straight away and are solid throughout boots completion.

For a test to see if I could get to the bottom of this, I restored my 7 C:\ partition back to near a fresh install state, and by golly yes it still does it there too and so that's why I think it 'may be' the way 7 is.

It doesn't matter if Aero is on or not, and doesn't matter if I uncheck Everything out of msconfig startup, it still does it. It's not too big of a deal, but sure I wish it didn't do it.

Now an interesting tidbit is that on 7 with IE8 if you're at any website, and you File> Send> Shortcut to Desktop of that website.. well that procedure happens just fine, but get this, on IE9 if you do that, as soon as the shortcut lands on the desktop, guess what, the desktop icons quickly refresh themselves! ...this bugs me more than the other I think. (sending a shortcut to desktop from Any item local is fine, it's just via IE9 it does it)

They don't actually take a longer, I never stated that :) The fact that they do that annoying "refresh" thing made me create this thread in the first place.

I suppose if you have a rockin' setup then that could make a big difference. At the moment my computers (well in their time were cutting edge) but now they are older and just ...okay.

For instance if you have (or equivalent to) the new i7's or better, well your boot times and everything within it, are easily halved, resulting in this icon refresh quirk being just a flitter rather than a 2 second refresh anoyance.

I dont have powerful hardware either, look at my specs. They are mediacore at best(in my opinion). Not powerful, i think you guys just have your windows minimize way too much because i am never at my desktop start screen other than on restarts which happen about once a month.

A post from earlier mention that he made a new user account and it did not occur i forgot if it stop happening of the amount and times it did was decreased.

Yes I minimize daily... which I think you mean by 'minimize' ... 'do I shut it off each day, absolutely I do, yes.
I test lots of softwares and so I'm in & out, reimaging, rebooting most of the time I'm on the computers.
If you're saying you only restart once a month then we sure are on the opposite ends of the situation.

As far as the creating a New User Account, yes I absolutely did test that, and absolutely yes it still does the Refresh Dance, however note that for those who tested that scenario when you boot up the new account you only have what 3 or 4 icons on the Desktop at that point and you cannot notice the refresh at that level, but when I created a new user account and booted up I noticed that it didn't seem to do the dance with those few icons, But, as soon copied the various 30 icons over to my Desktop from my main account desktop, and rebooted, then Yes Absolutely it does the Icon Refresh Dance.

Anyway, did any of you notice with Specifically IE9 installed what I said previously...?

I'm still annoyed by this problem! Even some program icons in the start button are refreshing their icons from time to time. Any solution to this?
