Download speed cut off at 1MB/s

It seems that for some reason my download speed is cut off at 1MB/s. I have a 15mbit line and am normally able to get nearly 1.78MB/s. Installed W7 last week and not sure if it was like this from the start, but I'm not able to get past 1MB in any program, whether it's IE, FF, Newsleecher, anything. It races up to the 1mb in no time at all and then gets stuck around there, close enough for it to really look like a limiter. On my other computers I get max speed without problems. Tried different ports, different cables, everything, but no way I get higher. Don't have any programs installed that do anything with network.

Any ideas why this might be? Copying to another computer goes at expected speeds for local network. QOS is turned off/not configured. Have Intel 82563EB ports for which there doesn't seem to be any W7 driver yet on the Intel site.

If your line is 15Mbps, then getting 1MBps (8Mbps) is about normal. Your line is probably rated at 15Mbps max, not sustained. But if it's cutting off EXACTLY at 1MBps, that would sound like some kind of setting is wrong. Also make sure your switch or ethernet isn't 10Mbit (or set on 10Mbit), because that could max you out at around 1.3MBps

All my linux and xp computers are working fine and make it to 1.78MB/s continuously when downloading from usenet for example. It's a guaranteed 15mbit line. When I run Ubuntu from a live cd on this computer it also downloads at max speed, but when I boot it in W7 there's no way I can make it get past 1mb/s. It has to be W7 deciding to cut it off for some unknown reason.
