That isn't a beta version:
The Windows 8 Developer Preview is a pre-beta version of Windows 8 for developers.
That link is the download page for the Developer Preview - which is basically the version that developers can use to test their software on and make sure it is all compatible. It's for anyone who wants to use it. It's been out for a few weeks now, I'm yet to install my copy.
