Britton good call. Did you get around to looking in your Windows Update history. It will let you see what and when Windows updated. You can also see if any failed.

True LB, althought the update history doesn't highlight a failed update in any way, you have to look hard to see one.

My understanding is that if their is a failed update Windows will keep trying to download and installing it.

Are running any other Microsoft Software like say Streets & Trips, or maybe Microsoft keyboard and mouse software that may update all on its own and bypass Windows Update?

I dont use any cloud services as far as I am aware.
Britton30 I ran the three programs you suggested - malwarebytes found one item called PUM hyjack start menu but nothing else.
I am currently leaning to this being a download that keeps failing - today it downloaded 90mb before I even left for work.

That is wanting to update, but still ~100MB daily is WAY to much for any program.
Check into msconfig\startup tab to see what is running when you start up.

Shot in the dark - are you using a mobile service? A while back it was found that some services had phantom data exchanges in the 30mb to 50mb range. See this BBC article that was at the start of it all. Do more searches and see what you find.

I have WildBlue and on there forum, they say things like Lime Wire music downloads program if set to share the music from your Pc will run up your bandwith usage quick or any Peer to Peer type programs. Just a thought I'm limited also but have 17GB. down and 5 up but, is NO where worth the money either that or dialup though. Once again, I re read your post and realized your problem is download not, upload I'm bad about missing things in post due to eye conditions sorry folks!

GEWB I use windows 7 but on a laptop.
Britton30 I dont have the software installed that you suggested in your last email.
My gut feeling is that this is related to the office starter software on my system because looking in event viewer I note quite a few cases of a failure to update and also note talk of something called clck2run which web searches suggests is related to office and causes problems. I am wondering if my problem is my system trying to update office files and constantly failing when it tries leading to attempts every day.

Just that it is in your event viewer, it may be a rougue/fake AV program.
Also if an update is downloaded but fails installing, it will just try again, should not re-download it.

@PROFDLP thanks - I am just a bit concerned about attempting a removal because I am not sure what version of Office the Click2Run application is linked to as my system came with an office 2010 trial and also office starter 2010 - I currently use the office starter 2010 for some pretty important docs I am working on so wouldnt want to mess things up.
@BRITTON30 Ah I see what your looking at - the problem you are seeing isnt a problem but just an issue as to how I copied the text into my post.
The computer should have said OWNER-PC and under that in the text it had the word SECURITY which some how got linked to the PC part !

I have never had Click2Run on my machine, but if it's tied to a Service you could just disable it. If things act up for you afterward you could just re-enable it.
