Drag and Drop - No Longer "Public"

I was backing up a folder in the "Public" folder to a CD. Rather than copying and pasting, I had two incidents of Windows Explorer open, and dragged and dropped into the CD burning window. An unexpected result was that no other computers on the network could see the transferred files in the public folder. It turned out that the security settings on the affected files had changed such that "Everyone" was no longer set up. Is this an intended feature, and what purpose does it serve?

Question... did it COPY the files or MOVE them?

When dragging and dropping files hold down the...
ALT key to make a shortcut
CTRL key to make copy
SHIFT key to move files

The default on the same drive is to MOVE, not copy.
The default on different drives is to COPY, not move.

For the change in permissions... I'm suspecting that's because the share came up empty.
