Enable Task Scheduler?

I can not defrag because my task scheduler is disabled. I don't know why and who disabled it, since I am the only user. I already tried all available restore options of W7, but nothing worked. Can anyone help, please?

No, Jamie, it did not. They were able to pinpoint a specific new installation for having done the 'disabling', and restored to before that installation. I have no such restore point, and tried all available restores already.
