Encypted Cookies in Windows 7

Hi i want to check the cookies being dropped on my system by IE 9, but when i access y Cookies folder there are no Cookies rather in Cookies\Low folder i find cookiesare present and hat too in encryped form.

For eg; instead of [email protected][1].txt
it comes as D4YD8BK7

how do i get the cookies in normal state??

Open IE> Tools> Internet Options> General tab> Under Browser History, Settings button> Temporary internet files> View files button
