Enygmatic slow usb port

Hi everyone

before that I installed windows seven the usb ports worked slowly in both directions.
About 4mb/s and now that I installed windows it works slowly when I transfer data by usb from my computer tu a usb stick and fast (about 16 to 21 mb/s) when I transfer data with the same usb drive from this usb drive to the computer

USB to Computer fast 16 to 21 mb/s
Computer to USB Slow 2 to 4 mb/s

All drivers downloaded form hp and windows update
hardware peripheral it says enhanced usb peripheral
so it seems that usb 2.0 is enabled... well I think
I bought a hp usb tv tuner lastly and because of the slow connection, when i use windows media center for watching tv it says that tv tuner has been shut down because of slow transmission rate or something like that.
Yes I have 1 eSATA port I tried it to and same problem

Here is my pc configuration
hp pavilion dv7 1128ca
3072 ddr2 ram
Dual-Core AMD Turion™ X2 RM-70
2,00 GHz, 1 Mo de mémoire cache de niveau 2, Bus système jusqu'à 4000 MT/s fonctionnant en mode CA/CC 35 watts
windows 7 ultimate 64 bits

Can you help me solve this enygm

Can anybody tell me if they experience the same trouble or I am an isolated case

I have the same problems too. The thing never goes above 5mb on mine for comp to usb but can reach like 17 to 20 on usb to comp.

Odd
