To confirm that the problem is what I think it is, please run the following commands in an Elevated Command Prompt window and post the results.

REG QUERY HKLM\SOFTWARE\Classes\Wow6432Node\TypeLib\{EE574957-4077-4AD6-8658-327C2C86C5AA} /S

REG QUERY HKLM\SOFTWARE\Wow6432Node\Classes\TypeLib\{EE574957-4077-4AD6-8658-327C2C86C5AA} /S

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

I've uploaded a file - sluicom64.zip - to my OneDrive at Noel's OneDrive
Please download and save it to your desktop.
Right-click on the saved file and select Extract all...
Save it to the default location
This should create a file sluicom64.reg

right-click on the file, and select Merge
Accept the warnings, - you should then get a 'Success' message.
Close all windows, and reboot.

Run another MGADiag report, and post the results.

Yes Sir it is fixed. Thank you very much. Just to let you know I just spent 3 days with MS support tier 1 and 4 days with tier 2 support and their best suggestion was a complete reinstall. You have no idea how much work you have saved me. I am forever grateful.

I've been posting that fix for at least 3 years - in the MS forums! (often after an MS 'engineer' has failed dismally)
You'd think they'd try searching their own forums for solutions every now and then :)

Glad it worked for you.

Good luck.

Yes Sir, one would think they would. Unfortunately this day and time it seems that in technical support (not only in MS but many more ) we are filling those positions with people who have no idea. I have to think this is done, just to handle the flood of calls coming in. Regardless the reason, it is a sad situation. I know I will be looking here in the future for my answers. I am very sure that I have done a few complete re-installs in the past that were not necessary.

Once again Thank you very much Sir.
