Error 117

I tried to make a new connection to test my internet without my router and all the time the error 117 appears and I cannot make a new connection.
What could that be?

How are you connecting to the internet? Also where do you see the Error 117?

I'm connecting through my router. It's responsible for connecting to the ISP every time.
When I tried to create a connection directly in the PC without the router, connected directly with the ISP's modem, the error appeared.
I'm writing from the PC right now, using the router to connect to the internet.
