Error code 0x8004FE21 - genuine Windows 7 fails validation

After some years working perfectly well the Windows 7 copy on my Dell 1720 Inspiron has begun failing the periodic validation checks. Re-activation of Windows reports back as successful, but using the MS validation check invariably reports the copy as non-genuine (it is!).

I have ensured the system is virus/malware free using various tools, checked (as far as my knowledge allows) that all drivers are up to date and tried some of the other suggestions I've read on this forum, but the problem persists.
