Which WINEVT folder did you delete?? Some are critical!

Your CheckSUR result shows the following errors

I've uploaded a file - fznaa.zip - to my OneDrive at Noel's OneDrive
Please download and save it.
Right-click on the downloaded file, and select Extract all…
Extract to the default location - which will create a new folder fznaa in the same place.
Open this folder - there should be one folder inside it (Manifests, )

Copy the content of the Manifests folder (.manifest files) into this folder:

C:\Windows\Temp\CheckSur\Winsxs\Manifests

Now run the CheckSUR tool again (it may take a while)

Post the new CheckSUR.log file, and the CheckSUR.persist.log file.

Good - CheckSUR is now happy, at least.

Please run another SFC/SCANNOW - if it says 'no integrity violations found', do a Check for Updates, and attempt to install ONLY the oldest update found

If there are errors in the SFC, post the new CBS.log file.

This may be the error we need to address...

This error appears to be referring to either IE9 itself, or an IE9 update.

The related error in the CBS log appears to be this one...
Code:

This indicates to me that there are pending actions which need to be reverted before the system can get stable again...

Please open an Elevated Command Prompt, and run the following command

dism.exe /image:C:\ /cleanup-image /revertpendingactions

once complete, reboot, and do a new Check for Updates and attempt to install only the oldest update found.

If that fails, then we may be in repair install territory. :(

Hmmm -
Error 87
The cleanup-image option is unknown

I thought that it was valid in Windows 7?
please post the C:\Windows\Logs\DISM\dism.log file

These errors are interesting - but if I have to be honest, I have no idea what they mean (yet)

I'll see what I can find out - but it may be a day or two.

If you're in a hurry, a repair install may be your best bet/option
