Evening Random ping spikes.

I`m gettin random ping spikes around 18:00-23:00.
At night or morning everything is ok.
I can easily watch videos or smth like that,but it`s unplayable at this time.
I`m using wired connection to a wireless router(Linksys wrt54g)
When i`m pinging google i`m gettin few timeouts and sometimes my ping is like 1000-2000

Rarely,they prefer to use it in the day time.
Stockholm - Speed
Luxembourg - Speed
Closest server to me - Speed

I wonder if there's any QoS or sort of filtering setup that night, that will limit the use of data if it's only happening at those particular hours.
