explorer.exe will not start error 0xc0000022

After installing the May updates on Windows 7, explorer.exe will not start. I successfully performed a restore and found that the culprit was KB2659262. All other updates are installed and the reboot has occurred. When I install the aforementioned update, explorer.exe will not start at all, whether in normal mode or safe mode.

The error states:

explorer.exe - application error

The application was unable to start correctly (0xc0000022). Click OK to close the application.

When I click OK, i just have a black screen. I can get the task manager going by hitting control, alt, delete. I've tried to start explorer.exe from the file menu, but get the same error.

Help?

I did try a start up repair and it said that it could not repair the problem. I rebooted and tried the scannow thing, and it said another repair was in process and I had to reboot, which I did again. Same result. Now I am doing a restore. Once that is done, I will try scannow again after installing the update.

After restoring and reinstalling the update, I went straight to the sfc /scannow thing. I got the same message about an update requiring a reboot.

You said that the culprit was KB2659262.
Try the following:
Open control panel-->click programs & features--> Go to left side panel--> tick installed updates, in the menu,search for KB2659262 if it's there right click and uninstall.
Reboot the computer and see if u can use explorer.exe

I can't get to control panel with the update installed because windows explorer is corrupted. My only option is to do a system restore to just before that update, which removes it. When I do that, the computer works fine with the exception of not being able to shut down because that update will install.

Make a restore, go to Windows update,at the left panel tick change settings and select Check for updates but let me choose whether to download and install them then press OK.
Reboot your system and see what's happen.

Thanks. I did that, and when I reboot it works fine. However I can't shut down or the update will install, and when it does, explorer will not start after reboot.

i ran into the same issue. this KB is definitely causing issues with explorer.exe However i was able to log in as local administrator and remove the KB after which the non-admin users could log into the workstation again.

Does anyone know if there is a fix for this so that the KB can be installed but non-admin users can log in?

I am not able to delete the KB before rebooting. Unless i'm doing something wrong. I went in through control panel like you said, but right clicking doesn't give me a delete option.

Can you try to reboot in safe mode with network (by hitting F8) ?

I tried that as well (running explorer from the task manager), but got an error message that explorer.exe did not start correctly and had to be shut down. Whenever I try to open it after installing this update, i get that error message, whether in safe mode or not.

On the SFC scan - do i have to reboot my computer between scans? I apologize for my ignorance - i need a little extra help (and grace) on this.

it sounds like I need to install the update, reboot to windows (where I will have a black screen with no desktop), then restart in repair mode to a command prompt, where I will run the sfc / scannow command. Do i run it three times in a row, or reboot between each attempt?

Try the method in row first and if it didn't work try it with a reboot in between.
One thing again: revisit the tutorial for SFC /SCANNOW and read-it carefully.

This isn't a permanent fix to the problem but at lease it will get your explorer.exe back up and running.

After you login and close the error msg hit Ctrl + Shift + Esc
Click New Task
Click Browse
Navigate to c:\Windows\explorer.exe
Right Click on explorer.exe and select Run As Administrator
Your desktop should appear as normal

For some strange reason the error message doesn't appear when I run explorer.exe as administrator. If I repeat the same steps and run explorer.exe normally then I will see the 0xc0000022 error.

Further assistance would be appreciated to eliminate the above steps.

I *may* have a solution.....
Please boot to the recovery environment ('Repair your computer' in the boot menu) and open a Command Prompt Window there.
At the prompt type DIR C:\Windows and hit the Enter key - if it comes back 'file not found' then try DIR D:\Windows etc. until you get a listing.
Once you have that listing, type the following command

DIR <drive>:\Windows\System32 /AR /S
where <drive> is the drive letter found above

and see what the response is.

If there's more than half a dozen files listed, then you need to run the following command

ATTRIB -R <drive>:\Windows\System32\*.* /s

You will get a large number of errors - don't worry about that.
now reboot to normal windows, and see whether the problem has changed.


DO NOT run the command if there's only a few files listed!!
