Are you connecting from the rear USB ports or front USB ports? Sometimes the front ports do not work as they may not be connected to the motherboard.

Please check in BIOS and windows device manager whether USB ports and hubs are enabled.

In windows device manager (Right click on Computer - Manage - Device Manager), go to the USB Controller section and uninstall all the devices one by one and then press the button on the top for scanning the hardware changes. Windows will try to find the USB ports and will automatically install the drivers.

Connect the USB device and check. The device appears in device manager.
