The article I am mainly referring too was by Brink on 29 Nov., 2009. Although somewhat dated, it matches almost exactly my problem. I have also found other articles that fit within the framework of my question, not all posted on this forum.
To date, "DISM" has given me 95 CSI manifests, 1 Deployment Key, 4 Payload files, all missing. I also have 2 CBS MUM corrupt and 53 "Unavailable repair files".
Although I learn every day, my knowledge is not great and I need to know if the procedure(s) outlined in Brink's response will work for me, as the missing deployment key and the repair files were not specifically spoken of in the posting. If you use my thread title and change it to "How to Extract....." to search you should find the original article.
A second question refers to Windows Updates. Either they won't download, won't install, or "Windows Can't Configure Updates". Yet, at times, some (few) do get through, and I have seen Net Framework updates happen overnight, automatically, with no problems. I have had trouble downloading MRT and MSRT from any source (Firefox), yet have better luck when I use I.E. There is a massive plethora of advice/postings on this problem, but there is so much information and opinion that I am suitably confused as to what is real and what may/will work....Currently I have Updates set to "Never....", or my rig goes into a "Can't Configure" loop and will not stop, ever.
It has been recommended that I do a Clean Install, but I am very uncomfortable with that as I have read many posting on the subject of I.E. and Clean Install problems due to MS' ending support for I.E., as well as other problems because of the W10 updates. Currently I use a small, light program that has changed one Directory (?) key to stop the installation of W10. I was using this program long before my update problems occurred.

There are no more W10 updates.

If you`re having issues, THE BEST thing you can do right now is fresh clean install, and follow Mike`s steps for Windows Update in reply #2 here.

Windows Update will not update and I've tried multiple fixes

As far as IE goes, there are no issues with it, in fact why even use it. Just update to IE11 and leave it be.

You should also have 64 bit installed, not 32 bit. Upgrade your CPU and max out the memory.

Over the years you install and uninstall many programs leaving behind a lot of trash so there is nothing like a clean install.
As AddRam mentioned, Win 32 can only deal up to 3.2G. If you have more than 4G, install win7 64 bits.
If you have the COA key that can be used to install / activate win7 64, download win7 64 bits.
Download the down loader from MS, (https://www.heidoc.net/php/Windows ISO Downloader.exe) run it, choose win 7 OEM, burn a DVD or install it on a USB flash disk with Rufus Rufus - Create bootable USB drives the easy way.

For the updates MS releases SP2 for Windows 7
That is basically Mike instructions - Windows Update will not update and I've tried multiple fixes
