First build issues; Freeze after POST beep

hello!
so im building my first PC but i'm experiencing a problem
my motherboard (Biostar Hi-Fi A88W 3D) beeps POST beep but it doesn't let me press any keys on my keyboard for bios/etc. The screen kind of freezes on the boot up logo with the options to proceed. I've tried jump clearing CMOS, different ram positions, reseating everything, my 20+4pin and 4pin power connectors are both plugged in. CPU fan's running, etc. I'm also getting the LED code 99 on right corner of the boot screen and on the motherboard LED thing. Looked it up on manual, says Super IO Initialization. Looked that up on the internet, no help
Specs:
Motherboard: Biostar Hi-Fi a88w 3d
RAM: Corsair Vengeance 2x4gb @1600
CPU: AMD Athlon X4 750k @3.4ghz
GPU: xfx ati radeon hd 5450
PSU: 600W psu
I've tried with both PS/2 and USB keyboard, no luck in either. Their lights light up but the keyboards themselves are non responsive.

oh crap.
okay, the bios boots up without HDD just fine but it seems to get frozen when it tries to load up bios if the HDD's plugged in. keep in mind this is my first build and so far im doing terrible

edit: this HDD Isn't new. used it from other PC; it still has bios & windows from other PC. do I need to clean it somehow?

It sounds like you're doing ok so far. I would wipe that hdd and to a clean install of Windows and all the mobo drivers or better yet go out and score a 120-128gb ssd as they are so cheap and then deal with the spinner later as just a data drive!

I was actually thinking about buying an SSD in the later future, but thanks for the tip :d

Man if you're even quasi thinking about it then just pull the trigger, you can find a nice 120gb for under 80.00 usd all over the place. Look for a Crucial, Samsung, Intel and many others, just steer clear of OCZ for the moment. The ssd will freak'n rock your world and loading the OS and drivers along with all your software will be a joy! Then booting, open programs and closing down with flat blow your mind !
