Folders with numbers and letters

I have a ton of these folders in my C:\Users\Username\AppData\Local folder. Do I need them and should I delete them? Most/all of them are empty since I didn't go through all of them.

I regularly check my folder in that location also to delete unnecessary stuffs. Nothing bad happened so far.

The worst that can happen is my programs lose their settings and revert to basic, factory settings. xD

I'm guessing you use Windows Live, possibly Windows Live Mail.
Each time you open Windows Live Mail, for instance, it will create a file like that in the local folder.
It is supposed to go to a temp folder and be deleted but it doesn't.
I just delete the periodically, they are empty.
