Solved for restricted use of internet

actually i have taken a net data card which is limited for 2 gb only so what i wish is to have some sort of freeware program or some setting in the firewall setting so that when i use the data card then only net can be used by only firefox and rest of the programs and updates cannot use the internet...... i have another option that i can connect to the lan network during 6pm to 6 am... at that time i want all the programs work and all the updates and other thing work.....
but when i am using data card then i only want that only one application ie firefox is allowed to use the network and rest all other program is blocked

it is to inform that i am using the avg internet security and my verson of window is win 7 home premium

my querry is not related with winsock but still can that program help me to block all the unnecessary programs using my internet connectivity......( i want no updates.... no checking of newer version or any thing else except working with my firefox while working with my data card)

i have got the above problem solved myself by using a software named net balancer
