I solved this by running 7-Zip as Administrator and making the file associations. After that 7-Zip is associated just fine even for non-Administrator usage.

I think my goofed before with the System Protect program since that was still a 32bit app there?!
I also forgot to mention that there are two BCD Editors rolled up into one zip file for the free tool found at
System Tools - BCD Editor
When extracting the two folders one is the 64bit with the exact same name as the 32bit one explaining why you have to keep those separate. That works great for managing any Vista/Vista, Vista/7, and 7/7 dual or multiboots while not being able to add any new entries. But the 7 boot screen remains intact in any dual boot with Vista/7 setups with 7 on last.
