FurMark: VGA Stress Test, Graphics Card and GPU Stability Test, Burn-in Test, OpenGL Benchmark and GPU Temperature | oZone3D.Net

Note the warning on Burn-in Test - It will stress your card, make sure you have adequate cooling system in place or you can damage your card, especially if you are overclocking the card and haven't adjusted your card's fan settings.

As I found a person who bought a cheaper card with passive cooling (IE, just a heat sink), you don't want to push the card too much.

Well, if you got your computer up and running. Start doing tests. Try a few things, see how it works. Normally, if you were getting a brand new system, I would start setting it up and run tests to make sure things work the way you want. Then when you are happy, consider doing the Windows Easy Transfer. That will allow you to port over how things are set up from your computer over to the new one. HOWEVER, it will NOT port over programs, you need to do that yourself. It will copy over data, some of your profile settings and in some cases, some registry things. This presumes you are going Win 7 to Win 7. If not, go to a Best Buy or some such or look for a WinXP installer, or Vista installer for Windows Easy Transfer (Belkin sells a USB tool with a CD that has that) This will allow you to do something similar.

Otherwise, the option would be to hand copy your data over to where you want it to be. But I would run programs like Furmark, or the Heaven Benchmark to make sure the Graphics card works as you want it to be and get a rough idea of the FPS you will get. Test test test the machine for a few days and see how it will work for you.

Well, indeed.
I have my system running with 64 bit of Windows now and is working very fine.
Very good speed too, although with a GeForce 9500GT.
Some of the game that previously lag is running smooth now.

That's nice. Now, tell me all the games you want to play, and until you get a new graphics card, we can perform tweaks to the game to make it run better. Thanks to tweaks and modifications, before in Fallout 3, I used to get 20-25 framerate, now I get average 60 frames per second in most places, including the Wasteland!

Sorry, I missed that part, but again, still should test it, even for an upgrade, see if things are better. From the sound of earlier, it sounded more like he was doing a rebuild. Also, looking back at the first post, you were definitely capped by your processor working too hard that was slowing things down. The thing that will hold you back will be your graphics card, but mostly on just trying to get the better graphic settings. I worry less about it unless you really need higher FPS with the higher graphics, but again, use the Furmark to get an idea of what your limits might be now.
